Bylaws

Delegates to the 35th Biennial Convention voted on the following amendments to the NFRW Bylaws. Approved amendments take effect Jan. 1, 2010.


PROPOSAL 1
-
POSTPONED INDEFINITELY

ARTICLE III MEMBERSHIP Section 3. Requirements: B.

ADD:
7. Non-Republican political candidates, political officeholders, party officials or their representatives shall not be allowed to address the group or distribute political materials at NFRW, state federation, and club meetings or events.

Rationale:
Our organization and members promote the principles and support loyalty to the Republican Party at all levels of government, and support the objectives and policies of the Republican National Committee, etc. There is no way to justify having elected officials or candidates of another party speak at a meeting or event, no matter what the topic.


PROPOSAL 2 - ADOPTED

ARTICLE III MEMBERSHIP Section 3. Requirements: B.

ADD:
8. Each state federation shall be required to hold a minimum of two Board of Directors Meetings each fiscal year.

Rationale:
Presently, our bylaws do not clearly designate that each state federation is required to hold two BOD meetings per year, although this is an expectation.


PROPOSAL 3 - ADOPTED WITH AMENDMENT

ARTICLE III MEMBERSHIP Section 6. Removal From and Reinstatement to NFRW Membership: B.

A local club in an unfederated state may be removed from membership by a two-thirds vote of the NFRW Executive Committee for any of the following reasons:

WILL READ:
A local club in a federated state at the request of the state executive committee or unfederated state may be removed from membership by a two-thirds vote of the NFRW Executive Committee for any of the following reasons:

1. Bylaws which are in material conflict with the NFRW Bylaws.

2. Non-payment of dues for the total membership and the current service charge.

3. Failure to support the Republican Party ticket, advocating a split ticket, supporting a candidate on an opposition ticket or actions which are in conflict with the NFRW Bylaws.

4. Failure to comply with the NFRW membership rules or

5. Affiliation with any political organization which is not officially recognized as working in concert with the NFRW and the Republican National Committee.

Rationale:
Federated clubs should be held to the same standards as unfederated clubs where the states are not federated.


PROPOSAL 4 - ADOPTED

ARTICLE VIII DUES AND SERVICE CHARGES Section 5. Fiscal Year: B.

NOW READS:
The fiscal year of each state federation and local club shall be from January 1 through December 31.

ADD:
C. The fiscal year of College Clubs shall be from August 1 through July 31.

Rationale:
College groups meet August to April of each year and have their required 5 meetings during that time. Membership will be more attractive to students by recognizing their specific fiscal year as August 1 through July 31, providing them with full benefits of membership during the school term. This will not affect the fiscal year of the NFRW nor require additional bookkeeping. It will simply provide members of college groups membership privileges from August 1 through July 31.


PROPOSED TO COMPLY WITH THE ADOPTION OF PROPOSAL 3 - ADOPTED

ARTICLE III MEMBERSHIP Section 6. Removal From and Reinstatement to NFRW Membership: E. 

STRIKE OUT:
"in an unfederated state" after the word "club"

WILL READ:  
"A state federation or local club, whether dissolved or removed, may be reinstated by filing an application with required dues and service charge and upon approval by a two-thirds vote of the NFRW Executive Committee."
