
Joyce Waggoner was born and raised in Missouri and moved to
Oregon in 1993. She and her husband, Don, have shared 38 years of
marriage and have been blessed with three children: Jamie is married
and lives in Georgia, Jen is married and the mother of four
children, and Orin is attending UTI in California. Joyce is the
payroll service manager for the accounting firm of
Don Waggoner, CPA.
Joyce has been an NFRW member since 1983 and has been an active
member of Oregon FRW since 1996. She has served in various local and
state board positions, and as a delegate to the national
convention. While being active in the Missouri FRW, Joyce was
appointed by former Missouri Gov. John Ashcroft to the advisory
board of the Division of Youth Services.
Joyce believes we have a legacy to develop political leaders for the
future. "Republican women are a sisterhood based on the principles
of the Republican Party, and great things can be accomplished by an
organization working together."

The Oregon Federation formally was organized in 1940 and
affiliated with the NFRW that same year. The state has seven
districts and 24 clubs.
The Oregon Federation had its beginnings in 1935 when Irene
Gerlinger and Ella Allen Scott of Portland organized a women's
political group, Republican Women of Oregon Inc. A month later, the
group also organized under the auspices of Pro America, founded by
Mrs. Theodore Roosevelt. In 1940, the group was approved to become a
member of the NFRW and maintained membership in both organizations.
By 1945, two more Republican women's groups had been founded.
Ultimately, members from all three organizations wanted to unite the
strength of Republican women to work "toward one goal, Republican
victories in Oregon."
Today, members educate Oregon voters about Republican philosophy and
help elect Republican candidates by volunteering countless hours to
campaigns. The clubs participate in local community events such as
parades and fairs. They provide scholarships, sponsor essay
contests, and assist in food and clothing programs for the needy.
