Judy Barlow is serving as chair of the Legislation and Research Committee for the National Federation of Republican Women (NFRW) during the 2024-2025 term. 

From the start of NFRW President Julie Harris’ administration, Judy has played a central role in executing the President’s Plan of Action, leading efforts to identify and advance three to four key legislative priorities for the organization. Under her leadership, the committee developed a robust Legislative Day Program and worked in coordination with Senator Katie Britt’s office to return the event to its traditional location on Capitol Hill. 

Judy spearheaded the development of a comprehensive grassroots lobbying strategy, including tailored talking points, leave-behind materials, and social media content. She also launched NFRW’s first legislative podcast, America’s Kitchen Table, where she interviews U.S. Senators and Representatives to provide members with firsthand insights into legislative efforts in Washington. 

In addition to her national role, Judy is serving a two-year term as president of Eastern Shore Republican Women, following two years as secretary. As secretary, she led the development of the club’s first website and chaired a successful state convention. Under her guidance, the club has grown to become the largest Republican women’s group in Alabama. Her emphasis on connecting national and state policy issues to everyday life has resonated with members and helped attract a younger generation of professional women. 

Judy is also an active member of the Baldwin County Republican Executive Committee and serves on the Alabama Republican Party (ALGOP) State Executive Committee. She previously held the position of secretary for ALGOP’s Congressional District 1 before being elected vice chair. In this role, she works closely with the district chair to maintain strong engagement across county GOP and Republican women’s clubs, promoting growth, conservative values, and statewide unity. 

Professionally, Judy had a distinguished career at FedEx, where she led regional marketing efforts for the Central and Western U.S. and later joined the corporate team. There, she managed the company’s trade show presence and created the innovative Revenue Booth Program to boost both brand visibility and on-site shipping capabilities. She was later tapped to develop the FedEx ShipCenter Program, collaborating across departments to create a scalable, cost-effective solution for retail shipping partners. 

Judy also prepared a successful business plan to outsource the FedEx Company Store, transforming it into a profitable operation. Her achievements earned her recognition as Marketing Employee of the Year and the prestigious Five Star Award—FedEx’s highest honor for employee performance and leadership.
