Only if there has been significant population shifts since the last change. Root issue is that the Census counted non-citizens, skewing the population totals. Changing districts around without good data is just naked partisanship and will cause backlash from the Dems. Just because they did it doesn't make it right.

I do not support the gerrymandering efforts in Texas nor Indiana. The excuse that non-citizens are being counted in the Census is a smoke screen. As non-citizens can not and do not vote, however they do pay taxes and deserve representation.
The gerrymandering efforts are an attempt to secure seats. The Texas and Indiana republicans would not have to result to constitutional violations if they simply listened to their constituents and ran on popular ideals.
